Sept. 8 (Bloomberg) — Norway’s Labor Prime Minister Jens Stoltenberg this year has spent more oil and gas revenue than any previous leader in a bid to become the first premier in 16 years to win re-election. It may not be enough.

The spending, which steered the country out of a recession and kept unemployment the lowest in Europe, hasn’t impressed voters before Sept. 14 elections.

The Labor-led government is level with a divided opposition fronted by the Progress Party that’s vowed to tap even more of the energy wealth and at the same time offered tax cuts funded by state-asset sales.
